Governments across Africa are under pressure to deliver more with constrained revenue, rising debt service and unpredictable shocks. Treasury reforms, development partners and oversight bodies increasingly ask not only whether a budget balances but also whether its assumptions are sound, its risks disclosed and its spending linked to outcomes citizens can see.
The Practical Budgeting, Fiscal Risk & Outcome-Based Budgeting Training Course follows the budget cycle from planning to reporting. Participants begin with budget fundamentals, classification and the medium-term framework, then learn costing techniques, revenue forecasting and the discipline of hard budget constraints. A dedicated block addresses fiscal risk identification, quantification and disclosure, including contingent liabilities and sensitivity of forecasts. The programme then introduces programme structure, results chains, indicators and performance reviews, so that allocations can be justified by expected outcomes.
Instruction is hands-on. Participants work with sample budget templates and spreadsheet models, cost real-style programmes and prepare a risk register and a performance framework. They finish with an action plan to strengthen budgeting practice in their own ministry, county, agency or programme.
