Donors, boards and communities now expect programmes to prove they are learning, not simply spending to plan. When context shifts through conflict, drought, price shocks or political change, a MEAL system that only audits compliance with the original design leaves managers blind at the moment they most need evidence. At the same time, the localisation agenda is pushing international organisations to share decision-making and resources with the people closest to the problem.
The Professional Adaptive Management & Locally Led MEAL Training Course is written for practitioners who already know the basics of monitoring and evaluation and want to make the system serve decisions. Participants begin with the principles of adaptive management and the conditions that make it possible, then build the tools: learning questions, rapid feedback loops, sense-making meetings, decision logs and flexible results frameworks. The second half turns to locally led approaches, covering partnership models, participatory indicator design, community-owned data and ways of reporting upward without extracting from partners.
Learning happens through case files from health, livelihoods and governance programmes, facilitated simulations of reflection workshops and clinics on participants' own results frameworks. Each person finishes with a draft adaptive MEAL plan and a locally led measurement proposal for a live programme.
