Pressure on public and institutional finances means every shilling must be justified, and surprises are punished quickly. Traditional line-item budgets show where money goes but say little about what it achieves or what could knock the plan off course. Practitioners who can combine disciplined budget preparation with explicit risk analysis and a results focus are valued in ministries, local governments, agencies and organisations managing donor funds.
The programme begins with the budget cycle, legal frameworks and macro-fiscal assumptions that underpin a credible plan. Participants then build revenue and expenditure estimates, apply medium-term frameworks, and set realistic ceilings. A central module identifies and measures fiscal risks, from interest rate and exchange rate movements to contingent liabilities and pending bills, and shows how to disclose them. The final sessions introduce outcome-based budgeting: defining programmes, selecting indicators, costing activities, and linking performance information to allocation decisions and reviews.
Training uses spreadsheet exercises, sample budget documents and group simulations of budget hearings. Every participant produces a mini budget submission with a fiscal risk statement and a performance framework that can be adapted to the home institution.
