Cash and voucher assistance is now a central modality in humanitarian response and social protection across East Africa and beyond. Drought, displacement and food price shocks have pushed agencies and governments to deliver transfers at scale, and donors expect them to be efficient, accountable and coordinated. Poorly designed programmes can inflate local prices, exclude vulnerable households, or leak resources through fraud.
The Professional Cash & Voucher Assistance Training Course covers the full programme cycle from the first assessment to closure. Participants learn to analyse the context, judge market functionality and choose between cash, vouchers and in-kind support. They then work on setting transfer values, targeting and registering households, selecting delivery mechanisms and contracting service providers. Later sessions look at reconciliation and financial controls, risk management, safeguarding, and the design of monitoring and feedback systems that let affected people speak up and get answers.
Instruction relies on field scenarios drawn from drought response, refugee settings and urban shocks, with spreadsheets, checklists and role play. Participants finish with a draft CVA plan for a response they know and a practical toolkit for use after the course.
