Monetary authorities in developing and emerging economies operate in conditions of volatile capital flows, shallow markets, commodity shocks and fiscal pressure. Policy credibility depends on the technical machinery behind it: forecasting liquidity, selecting instruments, absorbing or injecting funds and explaining decisions clearly.
