Governments spend a large share of their budgets through procurement, which makes it one of the areas most exposed to corruption risk, political pressure and audit findings. Officers who understand the legal framework and can show that each step followed it protect both their institutions and themselves. At the same time, procurement is expected to deliver value for money, support local suppliers and meet social and environmental policy goals.
The Public Sector Procurement: Law, Policy, and Practice Training Course follows the procurement cycle from need identification to contract close-out. Participants work through requisitions and market research, procurement planning, methods such as open tendering, restricted tendering, request for quotations and direct procurement, preparation of specifications and evaluation criteria, and the roles of tender committees. The later days focus on contract administration, variations, performance securities, payment certification, disputes and the handling of administrative review applications.
Teaching is built around documents participants meet at work. They mark up tender notices, score mock bids, spot irregularities in a procurement file and draft a response to a bidder's complaint. By the end, each participant has a personal checklist and a short improvement plan for their own procuring entity.
