Policy choices are made under uncertainty about growth, prices, behaviour and the capacity of institutions to deliver. Analysts in ministries, central banks, regulators, think tanks and development agencies are expected not only to estimate the effects of a proposal but to explain how confident they are and what could go wrong. Analysis that ignores risk invites poor decisions; analysis that buries decision makers in technical caveats is ignored.
The Risk Management for Applied Economics & Policy Analysis Training Course gives participants a practical framework for treating risk as part of the analysis rather than an afterthought. The week begins with the distinction between risk and uncertainty and the sources of error in economic work, then moves through quantitative techniques for appraisal under uncertainty, risks in macroeconomic and fiscal analysis, and the model, data and behavioural risks that affect forecasts and evaluations. The final day focuses on governance and communication: quality assurance of analytical models, risk registers for policy implementation and presenting uncertainty to ministers and boards.
Participants work hands-on with spreadsheet models and policy cases, and complete a risk-adjusted appraisal of a policy or investment proposal drawn from their own field.
