Deposit insurance protects ordinary savers and, by doing so, protects the stability of the banking system. Its credibility rests on a few things working together: a fund large enough for plausible failures, premiums that reflect the risk each bank brings, a payout process that is fast and accurate, and clear coordination with supervisors and resolution authorities. Weakness in any one of these can undermine public confidence when it matters most.
The Risk Management for Deposit Insurance & Financial Stability Training Course approaches the subject from the point of view of risk. Participants first position deposit insurance within the financial safety net and examine how mandate, powers and governance shape the risks an insurer carries. They then work through financial risk analysis, including loss estimation, fund adequacy, liquidity access, contingency funding and the investment policy for fund assets.
Attention turns to monitoring members: analysing capital, asset quality, earnings, liquidity and concentration data; recognising early warning signs; and designing differential premium systems. The later sessions cover readiness for failure, from data standards and payout testing to communication campaigns and cooperation in resolution options. Participants also cover operational, cyber and reputational risks to the insurer and how to embed them in an enterprise risk framework. Simulated bank data and failure drills keep the material concrete, and each participant produces a risk register and readiness checklist for their own institution.
