Decisions made without genuine public input rarely hold up once implementation begins, yet consultation processes are often rushed, poorly designed, or treated as a legal formality rather than a genuine input mechanism. This course teaches public officers how to design stakeholder engagement and public participation processes that generate usable input, manage conflicting interests fairly, and satisfy legal public participation requirements.
Participants practise stakeholder mapping, designing consultation formats suited to different audiences, and handling contentious public meetings where interests clash openly. The course also covers documenting and incorporating public input into final decisions in a way that is defensible if challenged.
Throughout the programme, participants work through realistic scenarios drawn from public sector institutions, private enterprises, development organizations, and regulated professional environments, examining how stakeholder engagement and public participation is applied in practice and where it most often breaks down. Delegates will develop practical skill in designing appropriate frameworks, selecting and applying the right tools for selecting and running consultation formats, interpreting findings, and communicating conclusions clearly to colleagues, management and external stakeholders. Sessions move deliberately from principles to application, so that each technique introduced is practised against a realistic problem before the programme moves on — strengthening both individual effectiveness and the wider capability of the organizations delegates return to.
