Development and humanitarian programmes operate in contexts that shift faster than a logframe can be revised. Conflict, climate shocks, policy changes and community dynamics routinely overturn the assumptions behind a project design. At the same time, funders and national partners are asking harder questions about who decides what is measured, who owns the data and whether local organisations are leading or merely implementing.
The Strategic Adaptive Management & Locally Led MEAL Training Course brings these two demands together. Participants begin by testing the assumptions in a theory of change and setting up light-touch context and progress monitoring that can trigger a change of course. They then build the routines that make adaptation real: regular reflection meetings, decision logs, learning questions, and adaptive workplans and budget flexibilities that satisfy grant compliance. The programme moves on to locally led approaches, including participatory design of indicators, community-managed data collection, feedback mechanisms and fair partnership arrangements that move accountability closer to the people affected.
Teaching is workshop based. Participants analyse realistic programme scenarios, practise facilitating reflection sessions and draft the documents they will use on return to work. By the end they hold an adaptive management plan, a learning agenda and a roadmap for strengthening local ownership of monitoring in their own portfolio.
