Governments, counties and large institutions face tighter fiscal space, more demanding stakeholders and growing scrutiny of how public money turns into results. Traditional line-item budgets show what is spent but not what is achieved, and they leave unexamined the risks that can overturn a plan mid-year: revenue shocks, exchange rate swings, guarantees that are called, and unpaid bills carried forward.
The Strategic Budgeting, Fiscal Risk & Outcome-Based Budgeting Training Course gives experienced practitioners a coherent method that joins strategy, resource allocation and results. It starts with the policy and planning cycle and the construction of a medium-term baseline, then develops programme structures, costing and ceilings. It moves on to identifying, measuring and reporting fiscal risks, and finally to designing outcome frameworks, performance targets and the review routines that turn data into decisions.
Teaching relies on worked examples and spreadsheet exercises using sample ministry and county data. By the end of the week participants will have outlined a medium-term budget, drafted a fiscal risk register and built a simple results framework that links spending to measurable outcomes, ready to adapt for their next budget cycle.
