Cash and voucher assistance has moved from a niche approach to a core part of humanitarian response and social protection. Agencies are under pressure from donors and affected communities to justify why they choose cash, to deliver it efficiently and to prove it is safe, inclusive and accountable. Staff who understand the full programme cycle are in short supply.
This course covers that cycle in depth. It starts with context and market analysis and the decision framework for modality selection, then addresses programme design, including objectives, transfer value, frequency and conditions. Delivery content examines targeting criteria, registration, financial service providers, cards, mobile money and cash in hand. The programme gives equal weight to risk and accountability: fraud prevention, data protection, complaint handling and protection mainstreaming, alongside coordination with government safety nets.
Learning is built on realistic scenarios. Participants analyse market data, build a transfer value budget and develop a draft process map and monitoring plan, leaving with documents that can be adapted for a real response in a camp, host community or urban setting.
