A deposit insurer's credibility rests on decisions about mandate, coverage, funding and coordination that are difficult to revisit once a crisis has begun. Banking systems in Africa and elsewhere are also changing quickly, with larger cross-border groups, digital lenders and mobile money balances raising fresh questions about who is protected and how failures should be handled. Senior staff need a strategic view of the scheme, not just an operational one.
The Strategic Deposit Insurance & Financial Stability Training Course is built around the choices that set a scheme's long-term direction. It opens with the financial safety net and the implications of each mandate type, measured against the IADI Core Principles. Participants then analyse coverage policy, funding strategy, target fund ratio setting, premium design and investment policy as linked decisions with trade-offs. The second half of the week addresses resolution strategy and least-cost analysis, coordination with central banks, supervisors and macroprudential committees, systemic crisis planning, and the insurer's own strategic plan, risk management and performance framework.
The programme relies on policy case studies, scenario analysis and a crisis decision exercise in which participants represent different safety-net agencies. By the end of the week each participant has drafted a strategic assessment of a scheme and a prioritised reform agenda.
