A strategic plan that sits in a drawer changes nothing, yet many public institutions produce polished plans that never shape actual budget or staffing decisions. This course teaches the full strategic planning cycle for public services: situational analysis using tools such as SWOT and PESTEL, setting strategic objectives aligned to national and sector development priorities, and building the monitoring structures that keep a plan alive after launch.
Participants work through a structured planning exercise, from analysing their institution's operating environment to drafting strategic objectives and a monitoring framework, so they leave with a working template rather than only theory. The course also addresses common reasons strategic plans fail to translate into resourced action.
Throughout the programme, participants work through realistic scenarios drawn from public sector institutions, private enterprises, development organizations, and regulated professional environments, examining how strategic planning for public services is applied in practice and where it most often breaks down.
