Development and humanitarian actors have long recognised that complex problems cannot be solved by fixed plans, yet many MEAL systems still reward sticking to the original logframe. Funders now ask for evidence of learning and course correction, while localisation commitments call for local organisations and communities to hold real influence over what is measured and how findings are used. Organisations that cannot show both risk losing relevance with donors and trust with the people they serve.
The Strategy and Innovation in Adaptive Management & Locally Led MEAL Training Course equips senior MEAL and programme staff to lead that shift. It starts with complexity thinking and the case for adaptive programming, then builds the practical machinery: learning questions, feedback loops, reflection rhythms and decision rules that connect evidence to management action. Participants explore complexity-aware monitoring and evaluation methods, co-design indicators with communities and local partners, and examine how accountability to affected populations can drive adaptation rather than sit in a separate reporting stream. The final sessions address the enabling environment, including flexible budgets, donor negotiations, organisational culture and the use of digital tools for faster feedback.
The course is taught through case studies from health, livelihoods, governance and emergency response programmes, facilitated strategy labs and peer critique. Each participant redesigns part of a real or sample MEAL system and presents it for challenge by the group.
