Scaling it responsibly, however, demands more than disbursement: it requires sound market knowledge, coordination across agencies, secure data, and evidence that transfers meet needs without causing harm or inflating local prices.
The Strategy and Innovation in Cash & Voucher Assistance Training Course gives experienced practitioners the tools to design CVA at programme and country level. It starts with the strategic case, using response analysis and cost-efficiency reasoning to choose between cash, vouchers and in-kind support. Participants then cover market monitoring using tools such as the MIRA and the Minimum Expenditure Basket, targeting and transfer value calculation, delivery mechanisms and provider selection, and the digital innovations reshaping registration and payment.
Later sessions address risk management, coordination through cash working groups, linkage with government social protection schemes, and monitoring and learning. The course uses worked scenarios and real-world style documents, and each participant prepares a CVA strategy outline for their own context.
