Water and sanitation utilities across Africa face a familiar squeeze: ageing networks, rising energy and chemical costs, growing urban demand and customers who are sensitive to every price increase. When tariffs do not recover the cost of providing the service, maintenance is deferred, losses climb and the utility becomes dependent on transfers and borrowing. Regulators, in turn, need tariff applications that are transparent, evidence-based and fair to low-income households.
The Water Utility Tariff Design, Cost Recovery and Financial Regulation Training Course follows the tariff-setting process from start to finish. Participants define cost recovery levels, from operation and maintenance through to full capital cost recovery, and assemble a revenue requirement. They allocate costs across customer categories, design and test alternative tariff structures, and model the effect on revenue, affordability and demand. Later sessions address the economic regulation of utilities, including regulatory models, performance incentives, tariff indexation, connection and sewerage charges, and the place of tariffs alongside taxes and transfers in financing the sector. The final day covers stakeholder consultation and the preparation of a tariff submission.
Learning is hands-on and spreadsheet-based. Participants work through a simulated utility's financial statements and operating data, building a tariff model step by step and presenting their proposals in a mock regulatory hearing that tests both their numbers and their reasoning.
