Budgets that list inputs but say nothing about results leave governments and agencies unable to explain what citizens received for their money, while unmanaged contingent liabilities, arrears and revenue shortfalls quietly erode fiscal space. Five days give finance staff the tools to plan, control and report on public money with outcomes in view.
You move through the budget cycle: strategic planning and medium-term expenditure frameworks, programme structures, performance indicators, costing, in-year execution, virement rules, cash management and reporting. A dedicated strand covers fiscal risk, including macroeconomic sensitivity, state-owned enterprise exposure, guarantees, public-private partnerships, climate shocks and pending bills, and how to disclose and mitigate them. Exercises use sample ministry and county budgets so that you practise rather than just discuss. Finance officers, budget analysts, planners, accountants, internal auditors, programme managers and parliamentary or county assembly committee staff are the intended audience, as are finance staff of donor-funded programmes and parastatals. The course is offered in the classroom in several cities, online or in-house, and carries a CPD-accredited Certificate of Completion. Afterwards you can convert a line-item budget into a results-linked programme budget and prepare a fiscal risk statement.
Public financial management reforms across Africa and beyond have pushed institutions away from line-item budgets toward programme and outcome-based approaches. At the same time, shocks such as commodity price swings, droughts and debt servicing pressures have made fiscal risk analysis a core part of responsible budgeting, not an optional extra.
Participants in this programme follow a complete budget cycle from the viewpoint of a finance practitioner. The opening sessions set out the principles of sound budgeting and the structure of medium-term frameworks, then show how programmes, outputs, outcomes and indicators are defined so that spending can be judged on results. The middle days cover costing methods, ceilings, in-year monitoring and cash flow forecasting, as well as controls on commitments and arrears. The final sessions focus on identifying, classifying and quantifying fiscal risks, preparing disclosure statements and reporting performance to oversight bodies.
The method is practical. Delegates work with sample budget documents, build a small programme budget, test it against shocks in a spreadsheet and draft the performance narrative that accompanies it. By the close they will have a workable plan for improving budget practice in their own institution.
