Public financial management reforms across Africa and beyond have pushed institutions away from line-item budgets toward programme and outcome-based approaches. At the same time, shocks such as commodity price swings, droughts and debt servicing pressures have made fiscal risk analysis a core part of responsible budgeting, not an optional extra.
Participants in this programme follow a complete budget cycle from the viewpoint of a finance practitioner. The opening sessions set out the principles of sound budgeting and the structure of medium-term frameworks, then show how programmes, outputs, outcomes and indicators are defined so that spending can be judged on results. The middle days cover costing methods, ceilings, in-year monitoring and cash flow forecasting, as well as controls on commitments and arrears. The final sessions focus on identifying, classifying and quantifying fiscal risks, preparing disclosure statements and reporting performance to oversight bodies.
The method is practical. Delegates work with sample budget documents, build a small programme budget, test it against shocks in a spreadsheet and draft the performance narrative that accompanies it. By the close they will have a workable plan for improving budget practice in their own institution.
