Programmes rarely unfold the way the proposal said they would. Contexts shift, assumptions fail and communities often know sooner than any donor report whether an activity is working. Teams that cannot change course in response end up reporting on activities that no longer make sense. Over five days you learn the foundations of managing programmes adaptively and measuring them with the people they serve, not just for them.
Topics include theories of change and assumptions, learning questions, pause-and-reflect sessions, simple decision logs, outcome harvesting basics, most significant change stories, participatory indicators, community feedback and complaints mechanisms, and how to negotiate flexibility with donors. You practise turning monitoring data into decisions that programme managers can act on within weeks, not at the end of the grant. The programme suits monitoring and evaluation officers, programme managers, local partner staff, community mobilisers and donor programme officers in NGOs, foundations and government-funded projects. It is run as a classroom programme in our training cities, online, or in-house for an organisation, and ends with a CPD-accredited certificate. Afterwards you can draft a learning agenda, design a light-touch locally led monitoring plan and facilitate a review meeting that produces clear adaptation decisions.
Development funders and humanitarian agencies increasingly ask implementers to show how they learn and how affected communities shape decisions. Rigid logframes and annual evaluations were not built for this. Organisations that cannot demonstrate learning, adjustment and local ownership risk losing funding, and worse, continue spending on approaches that are not working for the people intended to benefit.
The Fundamentals of Adaptive Management and Locally Led MEAL Training Course starts from first principles. Participants review how monitoring, evaluation, accountability and learning fit together, then build the habits of adaptive management: testing assumptions, setting learning questions, holding structured reflection and recording the decisions that follow. The second half shifts to locally led approaches, covering who defines success, how communities and local partners collect and interpret evidence, and how power is shared in the process.
The programme is deliberately practical. Participants work with a sample programme throughout, producing a learning agenda, a short set of participatory indicators and a reflection meeting plan they can adapt to their own work. No prior MEAL experience is required.
By the end of the course, participants will be able to:
