Programmes in fragile, fast-changing settings rarely unfold as their logframes predicted, and donors increasingly expect partners to show how evidence changed their decisions. At the same time, the localisation agenda asks international agencies to share power with national NGOs, community groups and affected people. Over five days you learn how monitoring, evaluation, accountability and learning can serve both demands. Topics include complexity-aware monitoring, theory of change review, learning agendas, pause-and-reflect sessions, collaborating, learning and adapting (CLA) approaches and adaptive work planning.
Locally led sessions cover participatory indicator setting, community scorecards, outcome harvesting, Most Significant Change, feedback and complaints mechanisms aligned with the Core Humanitarian Standard, and partner-owned data systems. You also examine how to report adaptation honestly to funders and protect data belonging to communities. MEAL officers and managers, programme managers, country directors, localisation and partnership advisers, donor grant managers and staff of community-based organisations will benefit most. By the end you can redesign a MEAL plan around decision points and local ownership. Classroom, online and in-house options lead to a CPD-accredited certificate.
Many programmes collect large volumes of indicator data that arrive too late, or in the wrong form, to influence what happens on the ground. Meanwhile commitments made under the Grand Bargain and wider localisation debates require international organisations to let national partners and communities shape priorities, define success and use evidence on their own terms. Monitoring and evaluation therefore has to change: from compliance reporting upward towards timely learning and accountability that runs in several directions.
The Monitoring and Evaluation of Adaptive Management & Locally Led MEAL Training Course works through that shift in practical steps. Participants revisit theories of change as testable hypotheses, set up learning questions and review cycles, and choose methods suited to complexity, including contribution analysis and rapid feedback tools. The course then turns to locally led practice: co-designing indicators with communities, strengthening partner MEAL capacity, running feedback and complaints mechanisms and agreeing data ownership and safeguarding rules.
The final sessions deal with documenting adaptations, negotiating flexibility with donors and building organisational habits that make learning routine. Work is based on programme scenarios from health, livelihoods, protection and governance, and each participant produces an adaptive MEAL plan for their own project.
