The first week covers the budget cycle, macro-fiscal frameworks, revenue forecasting, expenditure ceilings, medium-term expenditure frameworks, costing, budget calendars and call circulars, along with Excel budget models. The second week introduces fiscal risk analysis, including macroeconomic sensitivity, public debt, state-owned enterprises, guarantees, public-private partnerships and arrears, then moves to programme budgeting, performance indicators, results-based classification, budget execution, in-year reporting, cash management and evaluation. A closing project integrates a full budget proposal and risk statement. It suits budget directors, finance and planning officers, treasury staff, internal auditors, legislators' staff, county and municipal finance teams, and finance leads in agencies and development projects. Afterwards you can cost a programme, prepare a fiscal risk statement and defend an outcome-based budget request. Classroom, online and in-house formats lead to a CPD-accredited certificate.
