It then covers medium-term fiscal frameworks, fiscal rules and the identification, quantification and disclosure of fiscal risks. The second half focuses on outcome-based budgeting: building programme structures, writing indicators that measure outputs and outcomes, integrating performance information into the budget cycle and using spending reviews to reallocate resources.
Sessions rely on real budget documents, simplified fiscal risk statements and structured group work. Delegates finish by drafting a budget circular extract and a programme performance framework relevant to their own institution, together with a reform plan to take back to their finance leadership.
