Public budgets are where policy becomes real, but the rules around them are rarely read in full by the people who implement them. Weak alignment between budget laws, fiscal responsibility rules and sector plans leads to overruns, arrears, off-budget commitments and spending that cannot be linked to any result. Rising debt service and climate and health shocks make fiscal risk management a daily concern rather than an annual footnote.
This programme walks participants through the policy and regulatory architecture of the budget. It begins with constitutional and statutory provisions, the roles of the executive, legislature and audit institutions, and the budget calendar. It then covers medium-term fiscal frameworks, fiscal rules and the identification, quantification and disclosure of fiscal risks. The second half focuses on outcome-based budgeting: building programme structures, writing indicators that measure outputs and outcomes, integrating performance information into the budget cycle and using spending reviews to reallocate resources.
Sessions rely on real budget documents, simplified fiscal risk statements and structured group work. Delegates finish by drafting a budget circular extract and a programme performance framework relevant to their own institution, together with a reform plan to take back to their finance leadership.
