You examine how nationally determined contributions, national adaptation plans and agricultural sector strategies translate into rules on land tenure, water use, seeds, fertiliser, livestock, trade and food safety. Sessions introduce policy analysis methods, stakeholder and political economy mapping, regulatory impact assessment, subsidy and incentive design, climate finance access and monitoring of policy outcomes. African and regional frameworks are used as reference points, including the CAADP and its Kampala and Malabo commitments. The programme is aimed at agriculture and environment ministry officers, county and state government planners, policy analysts, NGO advocacy leads, farmer organisation representatives, agribusiness compliance staff and donor programme advisers. Agriculture is both a major source of greenhouse gas emissions and one of the sectors most exposed to drought, floods and shifting seasons. Technical solutions such as drought-tolerant seed, conservation agriculture and efficient irrigation already exist, but they spread only when the rules, institutions and incentives around them support farmers and firms.
