Agriculture is both a major source of greenhouse gas emissions and one of the sectors most exposed to drought, floods and shifting seasons. Technical solutions such as drought-tolerant seed, conservation agriculture and efficient irrigation already exist, but they spread only when the rules, institutions and incentives around them support farmers and firms.
The Policy and Regulatory Frameworks for Climate-Smart Agriculture and Food Systems Training Course explains how those rules are made and how they can be improved. Participants study the international climate agenda and its national expression, the legal and institutional arrangements for land, water, inputs and food, and the instruments governments use, from standards and licences to subsidies and public investment. They then practise policy analysis, stakeholder mapping and the preparation of evidence-based recommendations.
The course uses real policy documents and sector examples from across Africa and other regions. Participants finish with an annotated review of a policy relevant to their work and an engagement plan for moving a proposed reform forward, so that the learning leads to action once they are back in their institutions.
