Live Online Strategic Adaptive Management & Locally Led MEAL Training Course
Live online, instructor-led · next cohort Nov 2, 2026 · from USD 800
Programmes rarely unfold as designed, and donors now expect managers to show how evidence changed their decisions. Over five days, senior programme staff learn to steer complex interventions through uncertainty while shifting power over data and judgement to the communities and partners they serve. Sessions cover theory of change testing, context monitoring, pause-and-reflect routines, decision logs, learning questions, and flexible workplans and budgets that donors will approve. You work with collaborating, learning and adapting (CLA) tools, outcome harvesting and most significant change.
The second half focuses on local leadership: participatory indicator setting, community scorecards, feedback and complaints loops, and data-sharing agreements with local organisations. Programme managers, MEAL officers, country directors, grants managers and partnership leads in NGOs, UN agencies and government programmes will gain the most. Classroom, online and in-house formats are available, and a CPD-accredited certificate recognises completion. Afterwards you can design an adaptive management plan, facilitate a reflection session that ends in documented decisions and agree a handover roadmap for locally owned monitoring.

About this course
Development and humanitarian programmes operate in contexts that shift faster than a logframe can be revised. Conflict, climate shocks, policy changes and community dynamics routinely overturn the assumptions behind a project design. At the same time, funders and national partners are asking harder questions about who decides what is measured, who owns the data and whether local organisations are leading or merely implementing.
The Strategic Adaptive Management & Locally Led MEAL Training Course brings these two demands together. Participants begin by testing the assumptions in a theory of change and setting up light-touch context and progress monitoring that can trigger a change of course. They then build the routines that make adaptation real: regular reflection meetings, decision logs, learning questions, and adaptive workplans and budget flexibilities that satisfy grant compliance. The programme moves on to locally led approaches, including participatory design of indicators, community-managed data collection, feedback mechanisms and fair partnership arrangements that move accountability closer to the people affected.
Teaching is workshop based. Participants analyse realistic programme scenarios, practise facilitating reflection sessions and draft the documents they will use on return to work. By the end they hold an adaptive management plan, a learning agenda and a roadmap for strengthening local ownership of monitoring in their own portfolio.
Training Objectives
By the end of the course, participants will be able to:
- Test the assumptions behind a theory of change and identify the signals that should trigger adaptation.
- Design context, progress and results monitoring that supports timely management decisions.
- Facilitate pause-and-reflect sessions that produce documented decisions and follow-up actions.
- Develop learning questions and a learning agenda linked to programme priorities.
- Negotiate flexible workplans, budgets and reporting arrangements with donors.
- Apply participatory methods that give communities and local partners control over indicators and data.
- Build feedback and accountability mechanisms that lead to visible programme changes.
- Plan a staged transfer of MEAL responsibilities to local organisations.
