Decisions about funding, targeting and policy increasingly rest on household, facility and beneficiary surveys. When those surveys are poorly designed or loosely supervised, organisations act on figures that do not reflect reality, and the damage appears only when programmes underperform. Leaders do not need to program tablets themselves, but they do need enough technical grounding to set requirements, ask the right questions and approve the final data.
The programme moves through the data collection life cycle from an executive vantage point. It opens with defining the decision the data will inform and translating it into measurable indicators. Participants then explore survey types, sampling approaches, sample size logic and the trade-offs between cost, precision and timeliness. Questionnaire design is covered in detail, followed by mobile data collection platforms, form logic, device management and quality assurance features. Later sessions consider field operations, ethics, privacy, data cleaning, documentation and how findings should be presented and archived.
Teaching combines practical demonstrations, review of real survey instruments and procurement-style exercises. Participants critique a survey proposal, build a simple mobile form and draft terms of reference they can use immediately.
