Digital financial services have reshaped how people save, pay, borrow and insure, particularly across Africa where mobile channels reach customers that branches never could. This growth has outpaced traditional regulatory models, which were built for banks and paper-based processes. Policy makers now face the task of protecting consumers and stability while leaving room for new entrants, and firms must understand what regulators expect of them.
This advanced programme provides a structured view of the policy and regulatory landscape for digital finance. Participants first examine regulatory objectives, the allocation of mandates between central banks, communications regulators, competition and data protection authorities, and the principles of proportionate, risk-based regulation. They then work through licensing categories, capital and safeguarding of customer funds, payment system oversight, interoperability and agent regulation. Risk-focused sessions cover financial crime, cyber and operational resilience, third-party dependencies, and emerging issues such as crypto-assets, central bank digital currency and algorithmic credit decisions.
Learning is based on comparison of regulatory approaches from several regions, short analytical exercises and a drafting workshop. Participants complete a policy brief or compliance assessment relevant to their own institution, which they can take back as the basis for reform or implementation.
