Advocacy is rarely won by the loudest voice. It is won by organisations that understand how decisions are really made, who holds influence over them and what evidence will carry weight. Many NGOs, associations and public bodies have strong technical knowledge but struggle to turn it into policy change, because their influencing work is reactive, poorly sequenced or isolated from potential allies.
This programme gives experienced practitioners a disciplined approach. It starts with problem analysis and the policy cycle, then moves through stakeholder and power mapping, objective setting and message development. Participants learn to produce concise policy briefs, make a case in meetings with ministers, legislators and regulators, and work with the media and social platforms without losing control of the message. The later days concentrate on partnerships: choosing allies, forming coalitions, agreeing roles and building the trust and governance that keep joint efforts alive.
Each topic is applied immediately to a live issue that participants bring from their own organisations. By the final session every delegate has a tested advocacy plan, a one-page briefing note and a partnership proposal ready to take back to their institution.
By the end of the course, participants will be able to:
