Management of Adaptive Management & Locally Led MEAL Training Course in Dar es Salaam, Tanzania
Classroom training in Dar es Salaam · next cohort Oct 26, 2026 · from USD 2,000
Programmes in fragile and fast-changing settings rarely unfold as their logframes predicted, and funders increasingly ask partners to show how evidence changed their decisions, not just what was delivered. At the same time, the localisation agenda is shifting power towards local organisations and communities, who expect to define what success looks like. Five days give you the tools to do both. You work with theories of change and learning agendas, the Collaborating, Learning and Adapting approach, outcome harvesting, most significant change, rapid feedback loops, pause-and-reflect sessions and contribution analysis, alongside participatory indicator setting, community scorecards and accountability mechanisms aligned to the Core Humanitarian Standard.
The material suits MEAL managers and officers, programme managers, learning advisers, local NGO and community-based organisation leaders, donor grant managers and government planning staff. Afterwards you can redesign a MEAL plan so that local partners own key indicators, set up a decision log that tracks adaptations, and negotiate flexible reporting with funders. Delivery is available in the classroom, online or in-house, and completion earns a CPD-accredited certificate.

About this course
Adaptive management asks programme teams to treat their plans as hypotheses, test them against evidence and change course when the context or the results demand it. Locally led approaches go a step further by putting communities, local organisations and national partners at the centre of deciding what is measured, how data is interpreted and which adaptations are made. Together they challenge traditional MEAL systems built mainly for upward reporting to donors.
The Management of Adaptive Management & Locally Led MEAL Training Course shows MEAL and programme staff how to build systems that serve learning and local ownership as well as accountability. Participants examine the principles of adaptive programming, design learning questions and feedback loops, adapt indicators and data collection with community participants, and explore methods that capture unexpected results. Later sessions address governance: who decides on adaptations, how decisions are documented, and how to agree flexible reporting and budget arrangements with funders.
The course is highly participatory. Participants work in small teams on a programme scenario that changes each day, revisiting their MEAL plan as new evidence and community feedback arrive, and finish by presenting a redesigned plan to their peers.
Training Objectives
Participants will be equipped to:
- Explain the principles of adaptive management and how they differ from fixed-plan programming.
- Develop a theory of change and learning agenda with testable assumptions.
- Design feedback loops and pause-and-reflect processes that feed into programme decisions.
- Co-create indicators and data collection approaches with communities and local partners.
- Apply outcome harvesting, most significant change and contribution analysis to capture emerging results.
