Policy and Regulatory Frameworks for Climate-Smart Agriculture & Food Systems Training Course in Johannesburg, South Africa
Classroom training in Johannesburg · next cohort Nov 2, 2026 · from USD 3,400
Farmers cannot adopt climate-smart practices at scale when policies conflict, regulations lag behind technology and incentives reward the wrong behaviour. Governments, donors and private firms need people who can read the policy landscape, find the gaps and propose workable reforms. This five-day programme builds that capability.
You examine how nationally determined contributions, national adaptation plans and agricultural sector strategies translate into rules on land tenure, water use, seeds, fertiliser, livestock, trade and food safety. Sessions introduce policy analysis methods, stakeholder and political economy mapping, regulatory impact assessment, subsidy and incentive design, climate finance access and monitoring of policy outcomes. African and regional frameworks are used as reference points, including the CAADP and its Kampala and Malabo commitments. The programme is aimed at agriculture and environment ministry officers, county and state government planners, policy analysts, NGO advocacy leads, farmer organisation representatives, agribusiness compliance staff and donor programme advisers. It is offered in the classroom, online, or in-house, and leads to a CPD-accredited certificate. Afterwards you can review a policy for climate responsiveness, prepare a policy brief and plan engagement with decision makers.

About this course
Agriculture is both a major source of greenhouse gas emissions and one of the sectors most exposed to drought, floods and shifting seasons. Technical solutions such as drought-tolerant seed, conservation agriculture and efficient irrigation already exist, but they spread only when the rules, institutions and incentives around them support farmers and firms.
The Policy and Regulatory Frameworks for Climate-Smart Agriculture and Food Systems Training Course explains how those rules are made and how they can be improved. Participants study the international climate agenda and its national expression, the legal and institutional arrangements for land, water, inputs and food, and the instruments governments use, from standards and licences to subsidies and public investment. They then practise policy analysis, stakeholder mapping and the preparation of evidence-based recommendations.
The course uses real policy documents and sector examples from across Africa and other regions. Participants finish with an annotated review of a policy relevant to their work and an engagement plan for moving a proposed reform forward, so that the learning leads to action once they are back in their institutions.

By the end of the course, participants will be able to:
